With 25 years of experience in managing workforce operations as a non-profit organization, the leadership created CECT Workforce Solutions, LLC as a for-profit competitor in response to a changing marketplace.
Chris R. Everett
has served as President/CEO for 18 years and has 29 years of experience in workforce development. Previous positions as planner assistant, youth caseworker, follow-up specialist, assistant services manager, director of operations and programs and vice-president have given her a thorough understanding of the work. Using her skills in analysis and communication, her approach is highly analytical, yet people focused. She leads with an understanding of every aspect of service delivery and achieving performance measures.
Chris builds the local workforce teams by fine-tuning their talent through a culture of trust and empowerment. She leads with clarity while teaching, encouraging, and learning from those with approaches different from her own. It is this blend of personal humility and an ability to value the skills of each team member that inspires their long-term commitment. This is not a standardized corporate approach. Rather, she chooses to mentor key leadership to effectively manage their work and lead staff according to the CECT culture. Her belief in building this culture of accountability, continuous learning and skill development is peppered with laughter and a respect for each member of the team.
Her ability to listen and strategically align the work of center staff behind the vision and mission of the local Workforce Board has been demonstrated through the range of small, medium and workforce board staff she has impacted over the years. She believes in a culture of excellence which incorporates setting high business expectations, empowering staff while holding them accountable for their work and celebrating individual and team success.
Carlos Torres Jr., CPA
is a Certified Public Accountant with the Texas State of Public Accountancy and is skilled in both public and private sectors. He began as CFO in workforce development in 2013. He understands the fiscal requirements of state and federal agencies such as the Internal Revenue Service, Texas Workforce Commission and the Texas Education Agency.
As co-owner of CECT Workforce Solutions since 2015, Carlos is responsible for preparing monthly financial reports & budgets. He safeguards with risk management policies and maintains all financial accounting policies and procedures to protect Board assets. He ensures compliance with all state and federal regulations for program funding, disbursements, and reporting.
His financial knowledge and experience results in excellence in meeting Board financial and contractual obligations.
